WSIS: Canada deal seeks peace on Net rule

A Canadian compromise proposal, made Tuesday at the United Nations summit meeting in Tunis on Internet governance, would let existing Internet agencies continue with their technical tasks.

The proposal, participants said, would also create a global forum for nonbinding discussions about Internet policy issues, like spam, cybercrime and security, that are less technical in nature than the addressing system administered by [ICANN], the U.S.-based Internet Corporation for Assigned Names and Numbers.

The proposal would not remove the role of the U.S. government, which oversees Icann, but would give a voice to countries and groups that argue that a U.S.-led Internet is no longer appropriate now that most Internet users are outside of North America.
