Toshiba’s HD-A1 HD-DVD player manual states that HD-DVD and DVD disc creators can choose to include copy protection instructions in their discs to prevent output of standard video/hi-def video from the component output jacks. The presence of such instructions in discs will require the use of HDMI output jacks for hi-definition viewing pleasure.

This means HD-DVD player manufacturers are willing to let the player send low-resolution data to HDTVs that are not equipped with a HDMI connector in order to protect themselves from piracy.
